More severe weather is ahead for many of the same areas already hit hardest by the historic winter weather, with more than 100 million people in the path of the latest storms.

The judge issued a 14-day temporary restraining order Tuesday in a challenge filed by Texas. The ruling said Texas might "suffer imminent and irreparable harm" from a moratorium.

The storm is expected to have winds of at least 130 mph — a Category 4 storm — when it makes landfall near the Louisiana-Texas border. Its storm surge could be up to 14 feet.

Republican Rep. Louie Gohmert of Texas has tested positive for the coronavirus. Gohmert has often rejected taking precautions during the pandemic.

Florida and Texas report their biggest daily rise in new confirmed cases of COVID-19 in the past few days as deaths in the U.S. continue to rise.

Despite ongoing efforts to mitigate the spread of the coronavirus, nearly 40,000 new cases were reported Thursday, surpassing the previous one-day record on April 24 by more than 3,600 cases.

Gov. Greg Abbott said the temporary measure will help the state "corral the spread" of COVID-19 in Texas, which has seen a sharp rise in cases and hospitalizations in recent weeks.

Planned Parenthood facilities are reporting a more than sevenfold increase in patients from Texas. The ban was put in place because of the coronavirus but having to travel can increase patients' risk.

The state banned all elective medical procedures, including abortions, amid the outbreak. Abortion-rights activists say Texas is "exploiting this crisis to ... ban abortion in the U.S."

Hundreds of asylum-seekers are not getting a chance to make their case in U.S. immigration court. Instead, the migrants are put on planes to Guatemala and told to ask for asylum there.
