The Colorado River is a critical water source for more than 40 million people, vast agricultural operations, and numerous industries in the Southwest. It is regulated by a complex body of interstate agreements, court opinions, and statutes, known as the 鈥淟aw of the River鈥.

But as the West continues to suffer under the worst drought in 1200 years, the system is being pushed to its breaking point.
